Cable operators like Ritter Communications have to pay fees to broadcast stations to get permission to “re-transmit” their signals. The Broadcast Surcharge is a fee that is paid directly to broadcast TV stations for the right to carry local programming - such as ABC, CBS, NBC and Fox affiliates - on our cable system.
